Starting July 1, 2010, all prescriptions written in Washington State must be on board-approved-tamper resistant prescription paper or pads. Washington State H.B. 1905:

This proposal seeks to facilitate that health care insurers have open networks. Insurers contracting with pharmacies must offer arrangements that provide comparable terms and conditions to all pharmacies that are willing to meet those terms and conditions. Insurers may not impose upon a beneficiary, a co-pay, deductible, coinsurance or prescription quantity limit that is not imposed upon all beneficiaries in the plan.
