Aug 23, 2010: Pharmacy Forum Vol 5 Issue 8
H.R. 5809: Titled The Safe Drug Disposal Act of 2010, seeks to amend the Controlled Substances Act to allow an ultimate user who has lawfully obtained a controlled substance (or, if deceased, anyone authorized to dispose of the ultimate user’s property) to deliver that substance to another person for disposal if: (1) the person receiving the controlled substance is authorized to receive and dispose of the substance; and (2) the delivery and disposal take place in accordance with regulations issued by the Attorney General to prevent diversion of controlled substances.

H.R. 4199 seeks to reduce consumers’ dependence on PBMs for medications by encouraging the use of lost-cost generics, guaranteeing that PBMs can not steer patients into mail-order pharmacies or pharmacies owned by the PBM, allowing for higher reimbursements for pharmacies and offsetting the cost by directing rebates to taxpayers, and ensuring that community pharmacies have the full opportunity to compete with the PBMs.
